How many models meet each standard
A model counts when at least one of its certified indoor pairings meets every criterion on its own.
Cold-climate tier = CEE Advanced, which uses the same rating criteria as the DOE Cold Climate Heat Pump Challenge (HSPF2 8.5, COP 2.1 at 5°F, 100% capacity at 5°F). It has no SEER2/EER2 path, so a model can reach it without meeting Tier 1.

Score = the equal-weight mean of its peer percentiles on Capacity retention at 5°F, COP at 5°F, HSPF2 (share of the other models in its peer group it beats, 0–100), all from one certified pairing: in each duct type a model is sold in, its qualifying pairing of that type with the best score; equal scores (one decimal) go to the higher heating capacity at 5°F. One model per manufacturer, among manufacturers with a QMID on file. The two single-rating boards beside it are ranked by that one rating only.

Among the models listed by NEEP, a typical ducted unit still delivers 71% of its 47°F capacity at 5°F, and a typical non-ducted one 64%; efficiency falls from a COP near 3.2 to 2 over the same range.
